Based on website exploration, our group learned from :

http://bogglesworldesl.com/glossary/functionalsyllabus.htm that a functional syllabus is:

“Language programs with functions being the primary organizing feature. The course content is based on functions not grammatical structures. “

Priyana, Riandi, & Mumpuni's (2008) "Interlanguage: English for Senior High School Students XI" fits this definition of functional syllabus, therefore our group decided that this text book is developed based on functional syllabus.

Wilkins (1976) on his article at UKEssays entitled "Functional Syllabus/Notional Syllabus" mentioned that

 “A notional-functional syllabus is an approach where the organization of the material is determined with notions or ideas that learners expect to be able to express through the target language and the functions acts learners expect to be able to accomplish.”

Wilkins’ (1976) description on how functional syllabus is organized fits the way Priyana, Riandi, & Mumpuni's (2008) organize the materials in the textbook. The textbook starts with expressions that is used in daily communication.
